Excellent Parenting
Maybe bad parenting...
Okay, It's obvious this is not good parenting. One kid is crying and the other looks like a mentally slow child.
However, there are situations when this is an acceptable act performed by a parent. The main one being if your kid is crying non-stop for 3 hours on a cross-country flight.
